The concept of National Initiatives, National Base Programs and state and county priorities blend together to address critical issues and make up the overall program of
the Cooperative Extension Programs.
For Extension, issues are matters of wide public concern
arising out of complex human problems. Issues programming
begins with the identification of important problems and
then proceeds to focus the organizational resources,
program content, delivery methods and structures to meet
the needs related to the issue.
Issues programs are an inherent part of both the base
program and the national initiatives. The issues change and
become more specific at each level of the system -
national, state and county.
