Matsuoka examines the impact of base closures in the San    
Francisco Bay Area on the surrounding area. The purpose     
of the analysis is to focus on the intersection of          
militarization, the environment, and the low income,        
working class and communities of color and to designate     
the "flatland" region where these relationships are most    
evident. Mutsuoka contends that a thorough understanding    
of the socio-economic and environmental characteristics     
of the region is imperative in the successful military      
base conversion and toxic clean-up.
