Theodore S. Glickman and Robert Hersh, using geographical information system (GIS) software, analyzed census data for Allegheny County, Pennsylvania in five subgroups: Blacks, people below the poverty line, poor Blacks, poor Whites, and people over 65 years in age. Glickman and Hersh, using two types of hazardous facilities data-- Toxic Release Survey (TRS) and Extremely Hazardous Substances (EHS), discovered differences in the magnitude of risk related to socio-economic group. The complete results of their study will be published in EVALUATING ENVIRONMENTAL EQUITY.
