This author argues that intergenerational environmental     
equity is possibly only with a redefinition of the          
current relationship between growth and efficiency, on      
the one hand, and equity and democracy on the other.  He    
examines economic efficiency and environmental costs; the   
power-weighted social decision rule; setting monetary       
values; and the environmental time preference. Boyce uses   
basic economic concepts to argue that there is a close      
connection between democratic political institutions and    
a society's ability to achieve sustainability.
