Focusing mainly of broad equity issues involved in this
type of automobile insurance, this study concludes with a
short section addressing the distribution of
environmental benefits. The authors conclude that the air
quality benefits would be unevenly distributed among
different demographic groups. They believe that inner-
city residents and those living along highways would
benefit the most from a pay-as-you-drive policy.
