Leith argues for an in-depth examination of who benefits
from government expenditures to protect the environment
and who pays for them. Basing her examples in the
Canadian context, she discusses environmental quality in
economic theory, the public goods model, a geographic
specialization model, and environmental quality in
practice. She concludes that the goal should be to
eliminate negative e redistributive consequences of
environmental policies and to incorporate positive
redistributive provisions into environmental programs.
