"An Equity Analysis of 'Pay-As-You-Drive' Automobile Insurance in California."

Allen, J., Roland H., and Kelly, J. (November) 1994.

Union of Concerned Scientists. Focusing mainly of broad
equity issues involved in this type of automobile
insurance, this study concludes with a short section
addressing the distribution of environmental benefits.
The authors conclude that the air quality benefits would
be unevenly distributed among different demographic
groups. They believe that inner-city residents and those
living along highways would benefit the most from a pay-
as-you-drive policy.
