ABSTRACT: In September 1990, the Commission on Work Force
Excellence was established to increase Mississippi's
economic competitiveness and improve worker opportunities.
The commission sponsored an evaluation of the diverse
enterprise of the state's secondary and postsecondary
vocational education system. Eight findings resulted from
the study. First, the basic conceptual structure for
organizing and delivery seems sound: the infrastructure has
the potential to make the technical/academic curriculum
available to most students. Second, stereotyping by gender
and race pervades many of the offerings. Third, there are
both positive and negative outcomes for participants.
Fourth, the quality of programs is mixed. Fifth, few
secondary schools and community colleges have articulated
vocational education programs. Sixth, there is little
evidence that state-generated labor market data
significantly influences program planning. Seventh, the
state has made significant progress in developing systems
of accountability that measure student and programmatic
performance. Finally, at the state level, the governance
structure of secondary and postsecondary vocational
education needs serious reconsideration, within and between
