ABSTRACT: This instructional package represents a portion
of the National Training and Development Service Urban
Management Curriculum Development Project. The purpose of
this package is to provide a general understanding of
public personnel administration. It is intended to
introduce the beginning student to the purposes, goals, and
function of personnel administration in public
organizations. The ten modules included in the package are:
(1) Manpower Planning; (2) Selection; (3) Affirmative
Action; (4) Testing; (5) Performance Evaluation; (6)
Transfer and Promotion; (7) Training and Development; (8)
Classification and Career Systems; (9) Compensation; and
(10) Discipline and Grievance. The package is designed for
both independent study and for instruction in workshops.
