ABSTRACT: Issues regarding the equal employment of white
ethnic Americans are discussed in this presentation by the
Executive Director of the Polish American Congress. It is
held that Federal efforts to prohibit discrimination based
on race, color, creed, sex, and national origin are
actually only acting to overcome discrimination based on
race, color, and sex. The author asserts that failure to
collect data on Euro-ethnic Americans and the tendency to
focus affirmative action programs on blacks, Hispanics, and
women serve to handicap southern and eastern European
Americans in the job market. It is recommended that the
government implement separate categories for white ethnic
groups in the collection of demographic data, in order to
document the need for affirmative action policy directed
toward these groups. Appended to this discussion are copies
of testimony regarding the 1980 Census presented by the
Polish American Congress to the Civil Service Commission
and the Equal Employment Opportunity Commission, as well as
briefs filed in the "Bakke" and "Weber" cases. The
testimony and briefs focus upon the need for affirmative
action programs for white ethnic groups. (GC)

This is an ERIC database document. ERIC is the National
Education Information Network for providing ready access
to the literature of education -descriptions of exemplary
programs, research and development efforts, and related
information that can be used in developing more effective
educational programs. The ERIC database is currently
available on CD-ROM in the main library (ground floor of
the west wing) at Michigan State University. To locate
ERIC documents in the library identify the first line of
each record (i.e., the field ERIC TITLE NUMBER). ED
following ERIC TITLE NUMBER indicates an ERIC document,
an unpublished research study. Most of these items are
available in the Microforms library, located on the 3rd
floor of the west wing. All you need is the six digit ED
number. If EJ follows ERIC TITLE NUMBER the item is a
journal article. The complete journal name is listed after
the code JOURNAL.
