ABSTRACT: This paper presents the views of a Minnesota State
educational administrator policy. Issues discussed include:
(1) Federal and State regulations; (2) enrollment
projections; (3) collective bargaining procedures; (4) local
school district autonomy; (5) the influx of Asian and
Spanish speaking minorities into the State; (6) the
distribution of teachers among different categories of
students, and the effects of Public Law 94-142; (7)
affirmative action; (8) teacher tenure and termination; (9)
teacher pupil ratios; and (10) school community
relationship. The author concludes with recommendations for
improving policies in the areas of staff procurement,
distribution of staff by organization, staff development and
employee relations. (APM)
