ABSTRACT: Predicts a 20% unemployment rate among the deaf,
based on (a) the current and projected state of the
economy, (b) the toll taken by automation on some of the
previously most desirable areas of work available to the
deaf (e.g., printing), (c) Bureau of Labor statistical
projections that predict significant declines in the trades
and semiskilled work categories--the types of jobs in which
the deaf have traditionally been most often employed and
(d) the absence of effective enforcement of the Affirmative
Action provisions of Section 503 of the Vocational
Rehabilitation Act. As in the nondeaf population,
alcoholism, drug addiction, and crime are among the
psychological and sociological problems that can result
from unemployment in a culture that respects and rewards
work but is unable to provide sufficient jobs for those who
