TITLE: An Education Agenda for Minnesota: The Challenges to
Our Communities and Schools. A Report of the Minnesota
Business Partnership.

ABSTRACT: Although the Minnesota Business Partnership is
generally pleased with the success of its school choice
initiatives, it realized that more must be done to improve
educational quality. Concentrating on learning readiness,
this report discusses the role of education in a healthy
society, describes the condition of education in Minnesota,
and offers recommendations for effecting an education
renaissance. Although Minnesota graduates 91 percent of its
students entering high school, questions have arisen
concerning graduation standards. Also, the dropout rate has
been creeping upward for a decade, while Scholastic
Aptitude Test scores have dipped below the national
average. The larger educational system is suffering from
two crises: (1) its academic agenda; and (2) children's
learning readiness. Too few families today can provide the
readiness and support our children need. Academic program
reforms will be of little use unless learning readiness
programs are provided for all students. The education
problem is a systemic dysfunction confronting our whole
society. The Minnesota Business Partnership agenda
comprises 13 proposals concerning learning readiness, early
childhood education, access to education, research and
development, assessment of education outcomes, education
mandates, the school calendar, administrative organization,
education finance, teaching, cultural diversity, parental
involvement, and student employment. (MLH)
