ABSTRACT: This manual presents information, policies, and
practices regarding the administrative organization and
management of the New York State Education Department. Each
unit of the department is briefly described and its policies
and practices outlined. Forms with which department
employees should be familiar are included along with names
of staff members who can answer questions regarding their
use. The units for which policies are presented include the
offices of counsel, public information, policy analysis,
affirmative action, and personnel and labor relations; the
division of education business management services,
comprising the office services section, the building and
grounds maintenance section, the bureau of publications, the
bureau of administrative analysis, and units responsible for
space planning, design, and coordination of capital
construction; the division of electronic data processing;
and the division of fiscal management. Several general
executive policies applicable to the entire department are
