TITLE: Toward a New Diversity: A State Plan for Affirmative
Action and Staff Diversity in the California Community
Colleges. Discussion Draft.

ABSTRACT: This affirmative action and staff diversity plan
was developed to specify strategies and assign
responsibility for increasing the number of qualified
minorities, women, disabled, and members of other
underrepresented groups who staff California's community
colleges. Introductory comments explain the rationale behind
the plan, indicating that within the next 20 years,
California will become the first mainland state with a non
white majority, and that the legislature has mandated that
the workforce of the community colleges should reflect the
make-up of the adult population of the state. The plan
defines specific objectives for six components: technical
assistance, fiscal support, recruitment, coordination,
accountability and evaluation, and planning. For each
component area, the plan describes recommended strategies,
which are consistent with projected resource requirements
and legal frameworks, to achieve these objectives. Where
appropriate to a given strategy, responsible roles of the
Board of Governors, the Chancellor and his/her staff, the
community college districts, and other stakeholders are
identified. The last element of the plan is a multi-year
timeline which incorporates in a schematic fashion a
schedule for implementation related to identified
responsibility. An overview of the legal basis for
affirmative action, legislation on staff diversity, and
affirmative action planning in selected other states is
