ABSTRACT: States must take the following initiatives to
ensure equal opportunity to higher education for minorities:
(1) set the tone and the imperative; (2) demonstrate will to
effect change and enforce accountability; (3) remove
barriers to college attendance; (4) encourage cooperation
across all sectors of society; (5) make equity integral to
excellence; and (6) create a climate that supports
