ABSTRACT: The purposes of this study were: (1) to examine
the affirmative action recruitment and hiring procedures of
agencies and to compare them with the Federal Guidelines on
and (2) using the information gathered from other agencies a

Santiago Community College District Affirmative Action
Program are: (1) to insure equal employment opportunity for
employees, (2) to overcome underutilization
of job categories that have fewer minority and female
employees than would be expected in light of their
availability, (3) to continuously analyze areas where
utilization of minority groups and women is deficient, (4)
to correct these deficiencies by seeking applicants from
agencies with which minorities and women register for
employment, as well as utilizing normal channels of
recruitment, (5) to provide on-the-job training programs for
provide on-the-job training for
"qualifiable" applicants, (7) to have a training program for
needs and requirements of the
Equal Employment Opportunity Program, and (8) to assure that
employees in nonacademic positions are
encouraged to apply for promotion and transfer. The means of
