ABSTRACT: Although there are many reasons for why women are
so scarce in top positions in education, including top
positions in the Education Division of the Department of
Health, Education, and Welfare, a primary one is sex
discrimination in hiring and promotion. Women are
discouraged, in the Education Division, and elsewhere in
the profession, from training or applying for
administrative positions and by an informal "buddy" system
that operates among men in power and, in essence, excludes
women. These are two conclusions reached by the National
Advisory Council on Women's Educational Programs in its
study of the Education Division of HEW. This publication
describes the status of women in the Education Division,
identifies barriers to their advancement, explores
exemplary practices that foster the participation of women
in management and policy development, and examines the
Division's use of women as professional advisors. Each
chapter concludes with a set of recommendations for
improvement. Appendixes include statistical data on the
number of women and kinds of positions they hold in various
Division units. (Author)
